Broad understanding of culture – is the production of meaning, is the production of representational systems, values, moral prohibitions and regulations, behavior patterns, stereotypes, archetypes, and so on. But Russian culture so wisely that it prohibits, taboo understanding of the model, which it uses to manage the system. They do not study. Culture stronger economy, stronger culture policy
