Recently, the main mouthpiece of the Communist Party of China aired a documentary about the instruction for self-immolation by Tibetans. A representative of the Dalai Lama said that this is a slander.

Since 2009, 117 Tibetans have committed acts of self-immolation in protest against Chinese policy in the region, including women and young people. Speaking at the Council on Foreign Relations, the prime minister of the Tibetan government-in-exile (TPI) Lobsang Sangay said he was discouraged such action mode. As a solution to the growing problem, he urged Beijing to hold a “middle way” in the region and to implement “genuine autonomy according to the Chinese constitution».

China Central Television (China Central Television, CCTV) showed the film on May 16. It features interviews and research conducted in the areas of Chinese-occupied Tibet, which has seen some of the self-immolations.

The film argues that the “leadership” is irrefutable proof that the “Dalai clique” – members of the government in exile Tibetans to provoke self-immolation. The author of the document in a film called E Lhamo, and he allegedly was a 2 term “Member of Parliament”, and now occupies an important place in the “education system».

TPI had earlier said that E Lhamo lives in France and is not included nor in the Tibetan government nor the office of the Dalai Lama. March 7 press release, the Minister of Foreign Affairs of TPI Chhoyan Dickie said: “These creations are irresponsible and unfounded. The Chinese government is looking for excuses, blaming, and shy away from its responsibility for the root causes of self-immolations ».

Dawa Tsering, chairman of the Tibet Religious Foundation of the Dalai Lama in Taiwan, said in an article published in the Journal of the Hong Kong Open 17 May that the Chinese authorities have used the documentary to slander those who dare to go to his death. “From the beginning, the Chinese government is not willing to listen to the calls of those who went to the self-immolation. Instead, they use all possible means to slander and get away from the heart of the matter, to shift the focus ».

CCTV in the film are a few suspected cases of self-immolation, including the” inept “attempt in March in the Tibetan Autonomous Prefecture 26-year-old Banmatszya Gartsze, who allegedly had this statement to yourself. Local police, authorities say, a young man stopped at the last minute and found a suicide note at it with a “guide”, as well as several of its photocopies.

According to the documentary, “instructions for self-immolation,” presumably consists of 4 – parts: the ideology, methods, slogans and descriptions of other non-violent actions. “Management” should prompt the “victim” as important to choose the date and place for the act.

May 20, the International Day of Solidarity with Tibet, TPI has published a revised version of “Why Tibet burns” – a book on the causes of self-immolation.

In a new preface to the Prime Minister Lobsang Sangay TPI writes: “It is the deepening crisis in Tibet due to the complete neglect of the authorities in China to religious beliefs, cultural values ??and reasonable political aspirations of the Tibetan people. The crisis occurs on the basis of political repression in China, cultural assimilation, economic marginalization, social discrimination and environmental destruction in Tibet ».

« We are publishing this report to highlight the deeper layers of the current crisis in Tibet. We hope this will motivate and assist the members of the international community to urge the new leadership of China headed by Xi Jinping, wise to initiate a new policy for the Tibetan people. As we have repeatedly said, the blame for the emergence and resolution of the crisis in Tibet is in the hands of the Chinese leadership ».

Tibetan Centre for Human Rights and Democracy (TCHRD) released on May 13 about the party document entitled “Guidelines for the mental well-being during activities to maintain stability”, published the guidance of the People’s Armed Police in Sichuan. The document was distributed to police and officials at the provincial, prefectural and district.

Rights group believes that it is a psychological and moral issues that arise during the “maintenance of stability”: the violent suppression of protests, shooting at unarmed civilians and so on. It was produced by mental health specialists from the Chinese military hospitals.

25-page document includes 29 questions and answers about the problems faced by armed police in Tibet. He describes the “common psychological trauma” and gives advice on how to “improve” the work of maintaining the stability of the Tibetan areas.

TCHRD The article points out that, although this “leadership” has been developed to the arrival of the new Communist Party leader Xi Jinping, there is no sign change in the rigid regime’s policy on Tibet.
