Fatima Turmanova: The first independent television South Ossetia performed as an information function and human rights - the State Committee for Information and Press of the RSO

In an interview with the news agency “Res” South Ossetian journalist Fatima Turmanova which also pioneered the creation of the independent television station reported on its work and the people who raised him.

– What were the conditions accompanying the process of creating the first independent television station in South Ossetia?

– many years in the South Ossetian Autonomous Region was not his channel. Georgian authorities have ruled out a television in the Ossetian language, that is, the South Ossetian Autonomous Region had its channel during the existence of the Soviet regime. In 1992, the pilot episode took place during the fighting, and when completed in early December, started regular broadcasting the first Ossetian television.

– Who created the TV channel?

– organizer was now a freelance journalist and editor of “21″ – Timur Tskhurbati. Financial support for the purchase of equipment had Moscow businessmen Ossetian origin.

– Who from South Ossetian journalists was behind the television?

– Editor in Chief (though not a journalist and historian, symbolically) – Irina Gagloyeva, leading journalists of the period of journalism – Alan Kachmazov Inga Kochieva Vyacheslav Gobozov Vladimir Alborov, Hansiat Kodalaeva, Mziya Kokoeva Alla Puhaeva Dina Plieva Irina Gabaraeva Robert Kulumbekov Vasily Gagloyev – probably the only person in South Ossetia, which had the experience of shooting at the camera. All employees of TV were young guys and girls. Or recent graduates or students 16, 17, 18 years. Most creative assistance rendered our outstanding musician, social activist and publicist Akhsar Dzhigkaev first Defence Minister Valery Khubulov, the first foreign minister of South Ossetia – Uruzmag Dzhioev Dmitry Medoev, social activist Yuri Dzitstsoyty … It so happened that on the independent TV going all the intellectual elite South Ossetia. Unfolded interesting discussions dedicated to the political, historical problems, the situation in South Ossetia and around the country, the information war, the formation of a national ideology. We are “absorbed” these conversations, so I studied the mechanisms of formation of information policy.

– As was the case with censorship, freedom of speech?

– There were no barriers to freedom of speech. We did not inspire anybody that management officials and is untouchable person. On the contrary – can only be sacred national interests of South Ossetia, and in all other cases there are no taboo subjects. It was the only requirement – not to issue untested materials, avoid slander, be correct to observe those unwritten laws which differed Tskhinvali atmosphere bygone era, excluding any use of dirty technologies. We do not restrict freedom of speech, but we also self-censored learned on the fly, based on the specific situation of South Ossetia and foundations of education laid down in families, pledged themselves to our once unique city. Never called draws names of anybody not accused of anything – be criticized or that sphere of life, if it had shortcomings. What is today called the media killerstvo, those dirty tricks of the information war, which, unfortunately, appeared during the last presidential election in our Republic, caused a shock. Again, it’s a shock man, formed in conditions of absolute freedom of speech.

– How many years operated television station, and what were the reasons for its closure?

– channel broadcast from 1992 to 1995. It was a full-scale broadcasting when preparing news broadcasts, copyright transfer …. Since 1995, the canal was mothballed due to financial difficulties, that is broadcast out only commercial unit consisting of ads, but there was a possibility to go on air in special cases.

– What was the fate of agency staff?

– In 1994 was inaugurated the state television channel, went to a number of staff responsible for the technical equipment of the channel – the operators, assemblers. State television was needed the nascent republic. The state should be able to express its position through the media. About a year went parallel and independent public broadcasting channel – an interesting experience in the media history of South Ossetia, having no analogues in consequence. Was healthy competition, stimulate creative growth. Of the leading TV journalists in the state channel nobody went – it was a principled position. Later, when closed independent television, some employees began to work on the public channels …

– What role, in your opinion, was played in the development of independent television young Republic ?

– I think that a big part. Not accidentally media called the fourth power, the more that for several years it was the only television channel in the Republic. Television is the most powerful communication tool and the impact on ordinary people and officials, when compared to the print media, it is a well known fact. I’ll never forget that feeling of satisfaction when the wake of reports and broadcasts something changed for the better in the lives of ordinary people of the country. That is, television not only performs the function of information, but also human rights and the feeling was indescribable.
